| HISTORY: A former police Growlithe in the Saffron City police force with years of badge-work under his belt (granted, as a pokemon, but relevant), Keele was captured during a successful raid of a PokeCenter and promptly morphed. He was trained with a focus on tactical espionage, forgery, and sabotage, considering his experience within the police force, and believed to be fully loyal from various extremely harsh "methods of persuasion," having already been under suspicion as a potential traitor by being a former member of the police.

Our suspicions were proven true when, on a mission several years earlier, contact with him was lost. Reports have come in saying that he has been spotted within the PIA, which has been proven valid with photos and video of him patrolling in uniform. He is not as high of a priority as those of other traitors listed, but proceed with caution if intending to proceed with his termination or recapture as he is an active PIA officer and may call for backup and/or be armed.

Currently, he has staged his own defection and is currently a spy for us within the PIA, hence his listing underneath "traitors." Despite his relatively low rank in the PIA, he has managed to impede or compromise a number of ongoing and past investigations, usually under the guise of clumsiness. He may not be contacted at any time he is in his PIA uniform with the intention of requesting information or use of his services, though he may be contacted via his RPDA, through his Lieutenant, Mikoto "Dr.Death" Itoshiki, or through his occasional visitations to TRHQ and on missions under the pseudonym "William Barbossa." This information is to be kept confidential from any new recruits or grunt-rank agents for security reasons, and to prevent any chance of lower-rank agents 'going easy on him' in battle, a signal to the PIA that he may have connections in Rocket.
Several superiors have either deemed this move either madness or brilliance. It's remarkable how often those two traits coincide.
